Exchange Forum on Product Data for Whole-Life-Carbon Assessment of Buildings
Introduction
As EU Member States prepare to implement Whole Life Carbon assessment for buildings under the revised Energy Performance of Buildings Directive (EPBD), reliable, consistent and accessible environmental product data is becoming increasingly important.
This in-person Forum brings together representatives of EU Member States and invited representatives from other European countries for an open exchange on experiences and practical questions concerning environmental product data for building life-cycle assessment (LCA). The exchange will address both the adaptation of existing national product databases and the choices facing countries still developing their approach.
ECO Platform will act solely as facilitator and host. Participants’ questions, experiences and priorities will shape the discussions.
Focus of the exchange
The central question of the Forum will be: How can countries establish reliable, efficient and future-proof environmental product data infrastructures to support building LCA under their national building codes?
The exchange will focus on three closely connected areas:
Data needs, availability and transitional solutions: Which product data are needed, what will become available under the Construction Products Regulation (CPR), and how can gaps be addressed through EPDs, generic datasets and other sources?
Data hierarchy, admissibility and quality: Under which conditions can different data sources be accepted for national use, and how can quality assurance, verification, updates and corrections be organised?
Data infrastructures, interoperability and governance: How can existing databases be adapted or shared resources used, while ensuring compatible formats, workable institutional arrangements and affordable, scalable solutions?
National responsibilities and institutional structures will be considered across these topics, including how relevant bodies coordinate data provision, database operation, data acceptance and quality assurance.
The exchange will focus on regulatory, methodological and technical implementation matters.
Working format and preparation
The morning will begin with short regulatory and technical inputs, findings from a pre-event survey and selected national experiences. Most of the day will be dedicated to moderated peer discussions and working sessions, with formats and topics shaped by participants’ needs.
Registered participants will receive a short preparatory survey covering national starting points, responsibilities, existing or planned data infrastructures and priority questions. A detailed agenda will be shared ahead of the event.
Participants are not expected to present fully developed solutions or formally agreed national positions. The aim is to identify questions requiring further clarification, explore potentially shared or compatible approaches and agree on practical, voluntary next steps with interested participants.
Who should attend?
The Forum is primarily intended for representatives of EU Member States, alongside invited representatives from other European countries, who are directly involved in national implementation and understand environmental product data needs, provision, quality requirements or related database infrastructures.
Participants may represent relevant ministries, public authorities, agencies, research institutes or other mandated organisations. Where two representatives attend, complementary policy and technical perspectives would be particularly valuable.
A limited number of experts from the European Commission, CEN and ECO Platform are being invited to provide regulatory and technical context and support clarification.
Participation and registration
This is an in-person working forum for the designated target group and is not open to the general public.
Each participating country may register up to two representatives free of charge. This allocation applies per country, not per organisation. Please coordinate within your country when identifying representatives and booking the complimentary places.
Additional representatives from the designated target group may register for a contribution towards costs of EUR 150 + VAT per person. Please select the appropriate ticket category when registering.
