Exchange on Environmental Product Data for Whole Life Carbon Assessment

As EU Member States prepare to implement Whole Life Carbon assessment for buildings under the revised Energy Performance of Buildings Directive (EPBD), reliable, consistent and accessible environmental product data is becoming increasingly important.

This in-person Forum provides a neutral setting for representatives of EU Member States to exchange experiences, practical challenges and emerging approaches relating to environmental product data infrastructures, building LCA implementation, EPDs, generic data, CPR-related information and future digital systems.

The Forum is not intended to develop common political positions or prescribe specific solutions. ECO Platform will act solely as facilitator and host, supporting a practical exchange between the participating Member States.

Focus of the exchange

The central question of the Forum will be:

How can Member States establish reliable, efficient and future-proof environmental product data infrastructures to support building LCA under the EPBD?

Possible discussion topics include:

  • environmental product data requirements for Whole Life Carbon assessment;
  • the future availability of data under CPR-2024;
  • the role of EPDs and generic datasets;
  • data gaps and transitional solutions;
  • data quality, formats and interoperability;
  • national product databases and regulatory frameworks; and
  • responsibilities and implementation approaches in different Member States.

The exchange will focus exclusively on regulatory, methodological and technical implementation matters. Commercially sensitive information must not be shared or discussed.

Who should attend?

The Forum is intended for representatives of EU Member States involved in implementing Whole Life Carbon requirements, environmental product data, national building LCA methodologies or related product data infrastructures.

Participants may represent relevant ministries, public authorities, agencies, research institutes or other organisations responsible for these topics. A limited number of experts from the European Commission, CEN and ECO Platform may participate to provide technical and regulatory context.

Participation and registration

This is a closed, in-person working forum and is not open to the general public. Participation is limited to the designated target group.

Each EU Member State may register up to two representatives free of charge. For each additional representative, a contribution towards costs of EUR 150 per person applies.
